在使用企业微信开发，使用【企业内部开发】模式，API调用中，目前遇到了两个问题
1、在通讯录回调通知中，是否只会回调一次，比如第一次回调失败了，不会再次尝试请求？
我测试结果：当我停止我方服务时，在企业微信端新增了一成员成功后，然后在启动我方服务，将没有收到该 通讯通回调通知。
2、编辑成员部门的回调事件？只变更成员主部门信息，没有回调通知？
我测试结果：比如该成员所属三个部门，他所属的部门个数不变（不增加也不减少），然后我再已有的三个部门中，重新设置另一个主部门，再保存编辑，将没有回调通知。

您好，通讯录回调如果第一次回调失败是会进行再次重试，总共重试三次，三次都没有返回不再重试，新增成员，重新启动服务，是否是在5s内进行的，2 新增部门没有回调事件，可以给下corpid 变更时间点和部门名称看下
